New IEBC to have seven full-time commissioners

A breakthrough has been reached after months of upheaval and demonstrations demanding removal of the nine IEBC commissioners led by Isaack Hassan.The opposition staged nationwide protests claiming biasness of the team in leading the country to the 2017 polls.

The 14 member joint parliamentary select committee on Tuesday struck a deal on the two sticky issues in the stalemate,

Among them was that the a new IEBC team will comprise of seven commissioners who will be appointed by a nine member selection panel appointed by the president.

The team also agreed to have the current IEBC commissioners exit office by September 30th, 2016 after handing over to a new team that should be in place by then.
It was further determined that the new commissioners should conduct a cleanup of the register in a bid to ensure the August 8th, 2017 elections are free and fair.

This in line with ensuring that party nominations are held in an objective way.

Taking into account the mandate of the committee and views received from the majority of the stakeholders and the public and following consultations with the IEBC, the committee resolved to explore legal mechanisms for the dignified vacation and exit packages for the outgoing commissioners.

Meanwhile, the team working on the 30 day deadline set was expected to present its report before the National assembly speaker by Tuesday midnight and is further expected to present it to President Uhuru Kenyatta and the Cord leader Raila Odinga.
