President William Ruto has received a new report outlining proposals aimed at guiding Kenya’s long-term transformation, setting the stage for a successor framework to Vision 2030. Speaking at State House in Nairobi on Tuesday, the President described the report as a meaningful contribution to the country’s ongoing development conversation. He noted that its strength lies in raising critical questions, challenging existing perspectives, and encouraging deeper reflection on Kenya’s future direction. The document was developed by a team of economic experts led by Kisumu Governor Anyang’ Nyong’o, alongside Professors Hiroyuki Hino, Michael Chege, Karuti Kanyinga, and Peter Wanyande.

President Ruto highlighted that the report aligns with several strategic initiatives already underway, including the establishment of the National Infrastructure Fund and the Sovereign Wealth Fund. He said these institutions are part of a broader plan to transform Kenya into a globally competitive, first-world economy. He assured that the government will thoroughly review the recommendations and engage Kenyans in consultations before determining the next course of action.

The Head of State invited citizens to share their views on the report, emphasizing the importance of inclusive decision-making. He said the government will carefully assess the proposals, gather public input, and communicate a clear roadmap for Kenya’s next long-term vision.

To support future growth, the President reaffirmed the government’s commitment to reforming the education sector. He revealed that Parliament is considering amendments to the Higher Education Loans Board (HELB) Act aimed at making higher education accessible to all qualified students. Under the proposed changes, students admitted to colleges and universities would receive full government funding, ensuring that financial barriers do not limit access to education.

President Ruto also pointed to signs of economic recovery during his administration, citing improved performance in key sectors. He noted that the Nairobi Securities Exchange (NSE) ranked among the top-performing markets globally in the first half of 2026, outperforming major international exchanges.

The President stressed the need for strong leadership and national unity to drive Kenya’s transformation. He pledged to lead from the front and maintain accountability in achieving the country’s development goals. He also assured Kenyans that the government will protect economic gains by addressing insecurity and enforcing the rule of law across the country.
