IEBC Appoints Moses Ledama Sunkuli as Acting CEO Following Marjan Resignation

The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as the Acting Chief Executive Officer (CEO) and Commission Secretary, effective immediately. In a statement released Thursday, the Commission said Sunkuli — who currently serves as Director of Electoral Operations will hold the position in an acting role for six months or until a substantive CEO is recruited and appointed.

Vacancy Created by Marjan Exit

The leadership change follows the resignation of former CEO Marjan Hussein Marjan, who stepped down after reaching a mutual agreement with the Commission to terminate his tenure. IEBC Chairperson Erastus Ethekon thanked Marjan for his service, noting that he steered the Commission through a challenging transition period. He highlighted Marjan’s leadership at a time when the electoral body operated without a full complement of commissioners until July 2025.

Marjan’s departure came amid sustained pressure from sections of the opposition, who had called for changes within the electoral body ahead of the next General Election. Wiper Party leader Kalonzo Musyoka was among leaders who questioned the credibility of future polls if Marjan remained in office, warning about public confidence in the electoral process.

Experience and Institutional Knowledge

The Commission expressed confidence in Sunkuli’s ability to steer operations during the transition period. IEBC noted that his long service within the institution and deep understanding of electoral processes position him well to ensure continuity as the search for a permanent CEO gets underway.
