President William Ruto has appointed 15 judges to the Court of Appeal, a move aimed at strengthening the judiciary and improving the delivery of justice across the country. The appointments, which were formalised through a gazette notice, are expected to boost the Court of Appeal’s capacity to handle an increasing backlog of cases and enhance efficiency in the administration of justice.

Boost to Judicial Capacity

The Court of Appeal plays a critical role in Kenya’s justice system, handling appeals from the High Court and setting important legal precedents. The addition of 15 judges is anticipated to significantly reduce delays in the determination of cases, many of which have been pending for years. Legal experts say the move will ease pressure on existing judges and allow the court to sit in more benches simultaneously across different regions.

Commitment to Judicial Reforms

President Ruto has repeatedly emphasized his administration’s commitment to judicial independence, efficiency, and access to justice. The new appointments align with ongoing reforms aimed at modernising the judiciary and ensuring timely resolution of disputes. The judges were appointed following recommendations from the Judicial Service Commission (JSC), in accordance with constitutional requirements.

The appointments have been welcomed by members of the legal fraternity and civil society, who have long called for increased judicial staffing to address case backlogs and improve public confidence in the justice system. Observers note that a fully staffed Court of Appeal is essential for upholding the rule of law, protecting constitutional rights, and ensuring consistency in judicial decisions.

Strengthening the Rule of Law

With the new judges now in office, the Court of Appeal is expected to enhance its role in safeguarding constitutionalism and reinforcing the rule of law, particularly at a time when the judiciary continues to face growing demand for its services.
