Katiba Institute has petitioned the High Court to cite Attorney General Dorcas Oduor and Health Cabinet Secretary Aden Duale for contempt of court over alleged failure to comply with judicial orders concerning the construction of an Ebola treatment facility in Laikipia County. The public interest litigation group argues that the two senior government officials disregarded court directives issued in late May and early June 2026, which relate to the controversial establishment of the facility.
According to court filings, Katiba Institute maintains that adherence to court orders is essential in upholding the rule of law and ensuring accountability within government institutions. The organisation is now seeking legal sanctions against the officials for what it terms as deliberate disobedience. The case has drawn significant public attention, with concerns raised over both the legality of the project and the government’s response to judicial oversight.
The proposed Ebola treatment facility in Laikipia has sparked debate among residents and stakeholders, with some expressing fears over safety and consultation processes, while others emphasise the importance of preparedness in handling infectious disease outbreaks.
The High Court is expected to determine whether the actions of the Attorney General and the Health Cabinet Secretary amount to contempt, a ruling that could have broader implications on government compliance with court orders.
