President William Ruto has directed all government institutions to stop referring to Private Security Officers (PSOs) as “watchmen” or “guards,” terming the titles outdated and disrespectful. Speaking at State House in Nairobi during a meeting with private security personnel, the President said the terminology is rooted in colonial-era thinking and does not reflect the dignity of the profession. He instructed all government agencies to remove such references from official documents, laws, and regulations.
Legal and Policy Changes
The President noted that the changes will affect several legal frameworks, including:
- General Wages Order
- Private Security Regulation Orders
- Other relevant government regulations
These will be updated to align with the new directive and recognize PSOs more professionally.
Ruto emphasized that private security officers play a vital role in safeguarding businesses and institutions across the country. He compared their work to that of the National Police Service, highlighting their importance in maintaining security. He also pointed out that PSOs often handle critical first-hand information, making them key contributors to national safety.
The Head of State called for stronger cooperation between private security personnel and the National Police Service. He proposed the creation of a joint framework to enhance coordination and improve overall security structures in the country.
Improved Welfare and Career Growth
The President pledged reforms aimed at improving working conditions in the sector, including:
- Clear career progression pathways
- Better enforcement of fair pay
- Updated regulations to support professionalism
Additionally, he announced a 15% increase in the minimum wage for private security officers.
Ruto cautioned private security firms against violating wage regulations, stating that failure to comply with the set minimum wage amounts to a breach of the Constitution.
The government continues to implement the Private Security Regulation Act of 2016, which is designed to professionalize the industry and make it globally competitive.
