
Chief Justice Martha Koome has officially sworn in Francis Meja as the new Chairperson of the Public Service Commission (PSC), alongside other appointees to key national bodies, urging them to uphold constitutional principles and strengthen public service delivery. During the ceremony, Emmanuel Mumia, Catherine Ochanda, and Walter Ochieng Khobe took the oath as members of the Kenya Law Reform Commission, while Charfano Guyo Mokku was sworn in as a member of the National Heroes’ Council.
PSC Mandate and Expectations
Koome called on the PSC to ensure that government becomes “a model employer” by setting clear standards in merit, transparency, fairness, and integrity in all employer-employee relations.

On the Kenya Law Reform Commission, Koome noted the agency’s crucial role in translating constitutional values into legislation, reviewing outdated laws, proposing reforms, and ensuring legal alignment with constitutional requirements. She urged commissioners to make law reform proactive, evidence-based, and responsive to emerging social, economic, technological, and governance challenges.
Koome also emphasised the need to review statutory provisions declared unconstitutional by courts, stressing prompt legislative action to amend or repeal such laws as highlighted in the Judiciary’s annual State of the Judiciary and Administration of Justice Report.
National Heroes’ Council
Addressing the National Heroes’ Council, Koome encouraged the recognition of not only prominent figures but also ordinary Kenyans whose contributions strengthen communities.
