NCIC Summons Peter Kaluma Over Homa Bay Remarks, Warns of Arrest

The National Cohesion and Integration Commission (NCIC) has summoned Homa Bay Town MP Peter Kaluma to appear before the commission on August 19, 2026, over remarks he made during a political gathering in Homa Bay County. NCIC warned that Kaluma could be arrested if he fails to honour the summons.

The commission said the legislator is required to assist with ongoing investigations into statements he allegedly made while addressing supporters ahead of the Linda Mwananchi movement’s political activities in Homa Bay. According to NCIC, Kaluma called for action against individuals supporting the “one-term” campaign, a phrase commonly used by President William Ruto’s opponents to oppose his re-election in 2027.

The commission also cited remarks in which Kaluma allegedly called for the inspection of hotels and houses where opposition supporters had booked accommodation during their visit to the county. Kaluma made the remarks ahead of an opposition rally organised by the Linda Mwananchi movement on Sunday, August 16.

The rally was disrupted by violence, with reports of road blockades and attacks on private property in parts of Homa Bay. The incidents forced the opposition group, led by Edwin Sifuna, to use alternative routes to reach some areas. Following the unrest, NCIC condemned the violence and warned that growing political intolerance could push the country towards lawlessness. The commission stressed that Kenyans have a constitutional right to conduct political activities anywhere in the country, provided they respect the law and avoid incitement, hate speech and disorder.
