Nairobi Chief Officer Geoffrey Mosiria Moved in Governor Sakaja’s Latest Reshuffle

Nairobi Governor Johnson Sakaja has announced a fresh round of changes within the county executive, with outspoken Environment Chief Officer Geoffrey Mosiria being moved to a new docket. In a circular dated November 18, 2025, and signed by Governor Sakaja, Mosiria has been reassigned to the Citizen Engagement and Customer Service docket. He previously served as the Chief Officer for Environment, where he was known for his bold operations against individuals and establishments violating environmental laws often sharing the raids on social media platforms such as TikTok.

Key Reassignments in the County Executive

Acting County Secretary Godfrey Akumali has been transferred from the Business and Hustler Opportunities docket to Housing and Urban Renewal.

Mosiria’s former position will now be held by Hibram Otieno, who previously oversaw Medical Facilities. Meanwhile, Lydia Mathia has moved from Housing and Urban Renewal to the Business and Hustler Opportunity docket.

Governor Sakaja described the reshuffle as routine and within his mandate, even as some insiders suggested Mosiria’s high visibility may have unsettled some colleagues.

Additional Executive Changes

  • Tony Michael Kimani’s Social Services docket has been renamed Social Services and Estate Management.
  • Sande Oyolo moves from Digital Economy and Start-ups to head Medical Facilities.
  • Wilson Gakuya shifts from Smart Nairobi to Digital Economy and Start-ups.
  • Dr. Machel Waikenda of the Mobility docket takes on ICT Infrastructure in an acting capacity while retaining his original docket.
  • Producer Clement “Clemo” Rapudo leaves the City Culture, Arts and Tourism docket to head Smart Nairobi.
  • Zipporah Mwangi replaces Rapudo in the Culture, Arts, and Tourism docket.

Creation of New Boroughs for Service Delivery

The reshuffle coincided with the announcement of six new administrative units known as Boroughs, intended to improve service delivery across Nairobi. Each Borough will be led by a manager.

The new Boroughs and their managers are:

  • Western – Janet Waeni Kimeu
  • Northern – John Saruni
  • Southern – Darasso Luka Wario
  • Eastern – George Muga
  • South Eastern – Susan Wanjiru Gichamba
  • Central – Charles Baldy Mabonga

According to Acting County Secretary Akumali, the transfers fall under the provisions of the County Government Act 2012.

Pursuant to the County Government Act 2012, Sections 48 and 72(2), the following transfers and redeployments have been occasioned within the Boroughs and Sub-County Administration sector, the Green Nairobi Sector and the Built Environment & Urban Planning Sector
