EACC Seeks Suspension of NGAAF CEO Over Ksh.1 Billion Unexplained Wealth Probe

The Ethics and Anti-Corruption Commission (EACC) has recommended the suspension of National Government Affirmative Action Fund (NGAAF) Chief Executive Officer Roy Sasaka Telewa as investigations continue into allegations of unexplained wealth estimated at Ksh.1 billion.

In a formal communication addressed to Gender Cabinet Secretary Hanna Wendot Cheptumo, the anti-graft agency proposed that Telewa be suspended for a period of six months to allow for unhindered investigations. The recommendation is anchored on provisions of the Public Service Code of Conduct and Ethics, 2016, which permit the suspension of a public officer facing serious allegations while inquiries are ongoing.

According to Section 36(6) of the code, a public officer may be suspended pending investigations, subject to other applicable laws. However, Telewa has since moved to court to challenge the proposed suspension. Justice Jemimah Keli issued interim orders blocking the NGAAF Board and the Cabinet Secretary from taking disciplinary action against him.

In her ruling, Justice Keli barred the respondents from convening any meeting aimed at suspending or removing Telewa from office, or appointing an acting CEO.

The court is further pleased to issue a temporary conservatory order restraining the respondents from suspending, removing, terminating or purporting to terminate the petitioner’s contract of service

The EACC revealed that its investigations followed a search operation conducted on January 8, 2026, at Telewa’s residence and office. The commission said the operation led to the recovery of crucial materials believed to be key in advancing the probe into suspected corruption and unexplained wealth. Telewa had earlier been summoned by the commission as part of the ongoing investigations. The case now awaits further directions from the court as EACC continues with its inquiry.
