Former Chief Justice David Maraga has announced plans to make public the National Taskforce on Police Reforms report, nearly three years after it was handed over to President William Ruto. Maraga said he had written to President Ruto seven days ago, urging him to fulfil his constitutional and administrative responsibility by releasing the report, which was submitted on November 16, 2023.
According to Maraga, the President had an opportunity to make the report public during this year’s Katiba Day celebrations and begin the process of implementing its recommendations. However, he said that did not happen. Maraga, who serves as UGM Party co-leader and its 2027 presidential candidate, now says he will take steps to release the document himself.
“I now have the solemn responsibility to make the report public. I am in the final stages of consultation with various stakeholders and shall communicate the next steps in due course.

What the Police Reforms Taskforce Was Mandated to Do
Maraga chaired the taskforce established to examine the operations of the National Police Service, Kenya Prisons Service and National Youth Service. The team was tasked with identifying legal, policy, administrative, institutional and operational challenges affecting the three institutions.
It was also expected to propose measures aimed at improving service delivery, strengthening accountability and addressing the welfare, terms and conditions of service for personnel within the institutions. Maraga’s latest announcement puts renewed focus on the long-awaited report and its recommendations, which have remained unreleased since being submitted to the President in 2023.
